Haiti - Diplomacy : Chancellor Forbin holds numerous meetings at the XXX Ibero-American Summit

Raina Forbin, Minister of Foreign Affairs, is representing Haiti—which has held the status of an associate observer State since 2012 at the 30th Ibero-American Summit in Madrid (November 4–5, 2026), with the goal of strengthening strategic partnerships with Haiti. As part of the summit, which brings together countries from the Ibero-American region and their partners, the Minister will participate in a high-level dialogue involving associate observer states and consultative observers. On the sidelines of the summit, the Minister will also hold bilateral meetings with several of her counterparts and other stakeholders to promote Haiti’s interests and explore new avenues for cooperation.

Haiti – Colombia : Minister Forbin met with her Colombian counterpart, Omar Bula Escobar, on the sidelines of the summit. She outlined the Haitian government’s efforts regarding security and elections, while reaffirming Haiti’s interest in the continuation of Colombian cooperation in the field of training, particularly in the agricultural sector.

Omar Bula Escobar discussed the process of streamlining his country’s diplomatic network, clarifying that this reorganization in no way diminishes Colombia’s commitment to Haiti, nor its desire to strengthen the bonds of friendship and cooperation between the two nations. The discussions also helped identify new opportunities for cooperation in trade, investment, and air and maritime connectivity.

Haiti – El Salvador : Raina Forbin held a productive meeting with her Salvadoran counterpart, Alexandra Hill Tinoco, focused on strengthening bilateral cooperation regarding security and the fight against armed criminal groups. During this strategic meeting, Minister Forbin reaffirmed the solidarity of the Haitian Government and people with El Salvador, following the disappearance of four military aeronautical technicians members of the Gang Suppression Force (GSF) after an attack in Haiti : https://www.haitilibre.com/en/news-48701-haiti-flash-the-4-salvadoran-soldiers-from-the-burned-out-armored-vehicle-are-missing.html

Minister Hill Tinoco reaffirmed the commitment of the Salvadoran Government and President Nayib Bukele to continue and strengthen their support for the restoration of security in Haiti both through El Salvador’s participation in the FRG and via bilateral cooperation for as long as the Haitian authorities deem it necessary.

The two ministers also agreed to promote the sharing of experiences and best practices regarding the fight against organized crime, the protection of children exposed to the influence of gangs, and processes for disarmament, demobilization, and reintegration.

Haiti – Ibero-American Secretary General : Raina Forbin also met with Andrés Allamand, the Ibero-American Secretary General. This meeting provided an opportunity to discuss prospects for strengthening cooperation between Haiti and the Ibero-American Community, focusing on national priorities and projects identified by the Haitian Government.

Allamand renewed his commitment to mobilize member states within the Ibero-American sphere to support the implementation of the priority projects identified by Haiti.
