Haiti - Agriculture : Minister Aubourg requests the activation of the emergency component of the PARSA and TPR II projects

On Tuesday, November 3rd, 2026, the Departmental Directorate of Agriculture for the South (DDAS) hosted a mission of experts from the World Bank (WB) in connection with the implementation of the Resilient Agriculture for Food Security (PARSA) and Resilient Productive Territories II (TPR II) projects, both funded by the institution. At the conclusion of this four-day mission, the delegation led by Diego Arias will visit several departments to gain firsthand insight into the achievements of these two projects and assess their progress on the ground.

As the field visits began, Minister of Agriculture Marcelin Aubourg took the opportunity to engage in in-depth discussions with the World Bank representatives regarding the primary challenges facing Haiti’s agricultural sector.

Aubourg provided a detailed overview of the food insecurity situation in Haiti. He noted, in particular, that 5.94 million people, representing 53% of the population analyzed, are facing acute food insecurity at Phase 3 or higher. According to the latest projections from the Integrated Food Security Phase Classification (IPC) analysis, published just days earlier, this figure could reach 6.35 million people between March and June 2027.

Furthermore, he outlined the impact of recent major climate-related events on rural communities and agricultural activities. He specifically highlighted the heavy rainfall recorded between October 23 and 26, 2026, in the Great South region, which resulted in five deaths, five disappearances, thousands of people affected, and significant damage to the agricultural sector.

Given the scale of these challenges, the Minister has requested that the World Bank activate the Contingent Emergency Response Component (CERC) of the PARSA and TPR II projects. This initiative aims to mobilize additional resources for affected households—notably through the distribution of agricultural inputs, the rehabilitation of irrigation systems, and the restoration of rural access roads. These interventions are intended to support affected producers, facilitate the resumption of agricultural activities, and revitalize national production.

Reaffirming the Haitian government’s commitment to increasing national agricultural production and strengthening the resilience of rural communities, the Minister reiterated the government’s gratitude to the World Bank for its financial and technical support. He also commended the efforts of the project teams, the departmental agricultural directorates, and the various partners responsible for implementation.

Diego Arias, the World Bank representative for Latin America and the Caribbean, reaffirmed the institution’s commitment to continuing its collaboration with the Haitian state to revitalize the agricultural sector, improve household living conditions, and bolster community resilience against climate-related shocks. In this regard, he encouraged the Minister to seek structural support from the World Bank—in addition to emergency interventions—to foster sustainable agricultural development and help combat food insecurity in Haiti.
