Josué Pierre-Louis, General Coordinator of the Office of Management and Human Resources, organized an institutional retreat for the executives of the OMRH, in the Village d'Ennery from 27 April to 1 May 2017.

Also participated in this work: the Legal Unit of the Primature, Alphonse Nkunzimana, Advisor of the US Agency for International Governance Development (USAID - Haiti), Sylvie Condé Team Head and Program Coordinator SBC (State Building Contract - EU) and Marceau Jude Edouard Jr., Project Director "Konekte" (USAID). This activity was funded by USAID through its Konekte project.

Objectives pursued :

• To jointly make a diagnosis of OMRH: the strengths, weaknesses, opportunities and threats ;

• To review the general framework of the reform of the State in which all OMRH actions are part : This is the 2012-2017 State Reform Framework Program, in order to draw lessons from its implementation ;

• Work on the texts to be produced for the implementation of the reforms undertaken ;

• Decide in a participatory and consensual manner the actions to be undertaken, the timetable and the bearers of the files.

Results achieved :

• A steering chart of the OMRH Action Plan has been developed ;

• PSeveral draft legal texts were thoroughly reviewed and submitted for signature by the Prime Minister ;

• The State Reform Framework Program (PCRE) 2012-2017 has been reviewed and during the design of the new PCRE 2017-2025 an evaluation will be made of the current PCER during the months of May and June and recommendations were made for the future.
