Haiti - Border : The Dominican Ministry of Defense assesses the situation in Haiti
On Thursday, October 22, 2026, the Dominican Minister of Defense, Lieutenant General Carlos Antonio Fernández Onofre, presided over a strategic review and assessment meeting regarding the situation in Haiti. The meeting was attended by the commanders-in-chief of the Dominican Army, Navy, and Air Force; heads of key intelligence and operations services within the Joint General Staff; and the directors of the Specialized Corps for Land Border Security (CesFRONT) and the Ministry of Defense’s Command, Control, Communications, Computers, Cybersecurity, and Intelligence Center (C5i). Following a review of intelligence reports, the authorities concluded that the current situation along the Dominican border does not warrant the implementation of exceptional measures. As of now, there are no circumstances that justify altering the established routines of border communities; consequently, no border closure is being considered, and commercial, social, and daily activities will continue as usual. Despite the current relative stability, the armed forces continue to closely monitor the situation in Haiti. Through real-time intelligence sharing and ongoing assessment of various potential scenarios, defense agencies remain prepared to implement preventive and proportionate measures should the situation require them. The Dominican Republic maintains its vigilance along its southern border with Haiti, where military personnel levels have been reinforced. Inspections of individuals and vehicles are being conducted in the Pedernales and Elías Piña sectors, while in Jimaní, commercial activities and standard security protocols continue without any major changes resulting from the recent violence that has occurred within Haitian territory. Despite these controls, Haitian merchants continue to travel into Dominican territory to stock up on goods. Binational trade remains an essential activity for the communities living on both sides of the border. So far, there have been no reports of widespread disruption to commercial trade in this area.
