Haiti - Denationalization : The European Ambassadors met Pierre-Richard Casimir

Monday morning, Pierre-Richard Casimir, the Minister of Foreign Affairs, received in audience a delegation of ambassadors headed by the Representative of the European Union in Haiti, Ambassador Javier Niño Perez and composed among other the Ambassador of the Federal Republic of Germany in Haiti, Mr. Klaus Peter Shick and of Charge d'Affaires at the Embassy of the United Kingdom, of Representatives of the Embassies of France and Spain around the Decision TC/0163-13 of the Dominican Constitutional Court, aimed to withdraw citizenship to descendants of foreigners born in the Dominican Republic after 1929, on the basis that their parents were considered "in transit", ie do not have an official document of residence or legal identification (decision which affects about 210,000 children born in the Dominican Republic, from Haitian parents, and about 34,000 children born from parents of other nationalities.)

During the meeting, which took place at the initiative of the European Union, Ambassador Perez [mandated by Brussels], expressed concern over the possible implications of this decision. He was pleased with the way the file is processed by the Government of Haiti, in particular the approach of the Haitian diplomacy favoring openness, understanding and respect, which is welcomed by many.

For his part, the Minister Casimir reiterated the position of the Haitian Government according to which the decision of the Dominican Constitutional Court, concerns Dominican citizens. However, given that these people are mostly of Haitian descent, the Haitian Government believes good to sensitize regional and international organizations and friendly countries to bring them to take a position in favor of respect for civil and political rights of the persons concerned by this decision. The Minister stressed that the efforts of the Haitian government does not fit into the logic of confrontation with the Dominican Republic.

The Chancellor expressed his appreciation for reactions of CARICOM and the OAS, among others and was looking forward solidarity support from other multilateral bodies sensitive to the issue of the promotion and protection of human rights as the European Union, to the Haitian approaches to find a fair and equitable solution to the problems posed by this decision.

While recalling the role of conciliation that has always played the European Union in migration issues between Haiti and the Dominican Republic, the Minister believes that its support to the Haitian position on this issue will be used to strengthen some Dominicans national sectors takingopenly position against the decision for which they ask the non-application. He suggested the sending of a mission of the European Commission in the Dominican Republic.
