Haiti - Education : Mission of FAES for the rehabilitation and construction of schools

As part of Support Program to the Implementation of the Sectoral Plan of Education and of the Educational Reform in Haiti (AMOPERE), the Ministry of National Education and Vocational Training (MENFP) and the Economic and Social Assistance Fund (FAES), submitted to the Inter-American Development Bank (IDB), a list of 15 schools to be rehabilitated and 20 sites for the construction of 25 new public schools in the communal sections without.

To ensure the continuity of this initiative, the Directorate of Promotion and of Institutional Strengthening (DPRI), together with the DPS, the EU and certain technical directorates MENFP have recently carried out a mission in the departments of West, North, North East, Artibonite and Centre and visited the municipalities of Pétion-Ville, Arcahaie, Carrefour, Milot, Sainte Suzanne, Terrier Rouge, Ouanaminthe, Verrettes, Anse Rouge, Desdunes, Saint Michel de l’Attalaye, Cerca La Source, Hinche and Lascahoba, to assess land for the construction of schools and conduct an audit of the titles of these spaces.

The objective of this intervention insisted on the analysis of sites selected by the MENFP to assess their compliance with the criteria for the construction of new schools.

The selection criteria put emphasis on :

  • Accessibility to the site for potential students ;

  • The social environment of the site in relation to potential harm ;

  • The status of the land (private / public domain) ;

  • The relationship between land area and the number of students ;

  • The estimated number of school-age children ;

  • The evaluation of the legal aspect of the site (whether or not legal documents).
