Haiti - Social : The Adapted Military Service from Guadeloupe, a model for Haiti

In the perspective of the establishing of an extensive program of mentoring and integration of Haitian youth, a delegation of officials from the Ministry of Defense and the National Police of Haiti, led by Captain Louicin Dieudonné, Director of External Cooperation of the Ministry of Defence, stayed in Guadeloupe from 17 and 20 June 2013.

The main interest of the delegation during its stay was the Adapted Military Service (AMS) of the archipelago. SMA is a socio-professional insertion device which includes two categories of young people : those who have no qualifications (usually unemployed) and those who, despite their degrees can not find work, for lack of experience. The AMS, with civilian purposes, organized in regiment, is ordered and structured by the Military French Army in order to teach young people who have chosen to integrate it, the elements of life skills, important for the army : punctuality, discipline, respect for authority, the sense of duty...

The AMS of Guadeloupe includes among other : an instruction company that teaches volunteers the principles of citizenship, of the pedagogy and of management ; a company dedicated to careers of public works and building and a company of vocational training varied (tourism, farming, public safety, security service, rescue, secretarial etc...) The Regiment of Adapted Military Service of Guadeloupe (RSMA-GA), is intended to be an efficient mentoring centre, effective and decisive in the life of each of its recruits.

The AMS provides training ranging from 6 to 22 months for non-graduates (Volunteers Interns) and a system of acquisition of work experience, up to 5 years for graduates (Volunteers Technicians). In addition, the institution ensures to properly position its youth to find them either a sustainable employment, or a job of transition if not a continuation of qualifying training.

The method, rigor, curriculum and the framework of the of Guadeloupe have truly enjoyed the Haitian delegation.

In addition to the AMS, the delegation also met and exchanged with the police official which makes the integration by volunteering to public safety : the responsible of firefighters where volunteering to emergency is a leading player ; the head of the Regional Civic Education and Sports Centre (CREPS), which adopts the integration through sport and a representative of the Civic Service, which incorporates the youth through local missions or international volunteering.

At the end of these four days of sharing of experiences, Captain Louicin Dieudonné, believes that the system of inclusion of youth of Guadeloupe, could serve as a model for Haiti as part of the implementation of a Mixed Civic Service.
