In his speech, Mr. Cadeau emphasized the role of ICTs in the transmission of knowledge and the modern management. "The pervasiveness of ICT in all areas of work and throughout the world can not be ignored [...] Not only, they are a promising option for education, but also a tool to streamline the management of the sector while helping to consolidate human activities for their implementation."

According to the Director General, the UTICE is "an instrument that will guide the thinking while taking into account the challenges we face, namely, increase access to education, improve the quality, train teachers so that they can support the learner in the learning experience of twenty-first century."

Dr. François Irvika, ICTs expert, UTICE Coordinator, explained the benefits that the ministry could take of the effective ownership of the UTICE. "This instrument can improve the data management, internal communication, play positively on the quality of teaching and learning, strengthen the capacity of stakeholders in the system, etc..."
