Haiti - Economy : Budget 2012-2013 was published in Le Moniteur

Following the failure of vote of the budget [2012-2013], in the deadlines and in the same terms by both Houses, Ralph Théano, the Minister responsible for relations with Parliament, confirmed Tuesday that the budget said of "consensus", adopted after consultation with the Presidents of Commissions Finance of both Houses, was published in the official newspaper "Le Moniteur". Adding that it is in the interests of cooperation with the Legislative power, that the amendments of each of the two branches of Parliament, have been adopted and published.

According to Senator Jocelerme Privert, President of the Senate Finance Committee, the budget is published in accordance with the law, citing in reference the decree of 16 February 2005, which indicates the decision to take in cases where the deadline for the vote of the budget is not respected. Article 18, paragraph 6, states "In the event that the Finance Bill was not voted in the same terms at the end of a period of 70 days, the project initially proposed by the Executive possibly modified by the amendments made by the two chambers deemed consistent with the government's economic program and accepted by him, will be considered as adopted."

The economist Kesner Pharel, Director of Group Croissance, does not share the statements of Senator Privert and support that the published budget does not meet the requirements of the Constitution, noting that nothing in the Constitution does not mention a budget of consensus.

The economist Eddie Labossière, abounds in the same direction, describing the publication of a budget of consensus, of "constitutional shortcut illegal."
