Haiti - CEP : One step forward, one step back...

The members of the Superior Council of Judicial Power (CSPJ) have met on Thursday around the designation contested, of 3 representatives of this institution for the Permanent Electoral Council. Following this meeting, councilors have refused to make comments to the press, respecting the instruction of President of CSPJ only person authorized to give interviews during this crisis...

The only information that has leaked is that the session was very animated between supporters of these designations and those who are opposed to it and that it was agreed of a subsequent meeting, Thursday, Aug. 2 for a final decision on this issue. Arnel Joseph, President of CSPJ, indicated that the designations that have been made, may be confirmed or refuted in this session.

Meanwhile, deposits of applications, of representatives of Parliament in the future CEP continues. According to Levaillant Louis-Jeune, President of the Lower House, "the House waits for the signal of the Senate to convene the bicameral Commission" which is responsible for analyzing the applicant's file. "We will then trying to get the two thirds of each House in National Assembly," adding that "otherwise, we will take other provisions..."

Wednesday, Dieuseul Desras Simon, President of the Senate, had appointed the 3 Senators to represent the upper house in this bicameral Commission, they are the Senators John Joseph Joël, Jean-Baptiste Bien-aimé and Jocelerme Privert.

However, Thursday, the Senators John Joseph Joël and Jean-Baptiste Bien-Aimé have officially declined the offer to participate in the Commission, justifying their decisions because of their position known in favor of a Provisional Electoral Council and for questions of internal regulation. The Senator Jean-Baptiste Bien-Aimé affirms that the appointment of members of the Commission must be made ​​before the Assembly of Senators and not by the President of the Senate.

To make this Bicameral Commission functional, the Senate will have, again, designate two other senators...
