Haiti - Politic : Secretary of State Lucien Jura speaks on the current situation (video)

Following the announcement of the state of emergency declared until December 18 in the departments of West, Artibonite and Center in order to combat insecurity, the Government calls on the entire population to be calm, saying it is fully aware of the need to support citizens in the face of measures taken which could seem contrary to the public interest.

An important point was made on the application since October 1st of a new tax code, which integrates various measures. The population already has a new tax code which came into force on October 1st. This code contains a set of provisions, some of which concern the question of the 15% tax.

The 14th month was also discussed, Jura clarified that there will be no 15% levy, but the usual 10% levy (with a 5% reduction in the tax rate). Consequently, all state civil servants will receive their 14th month with the remuneration which falls within the framework of the bonuses that certain civil servants receive, which do not fall within the framework of the normal salary, but rather within the framework of bonuses and allowances. Premiums and compensation are subject to a 15% deduction.
