Haiti - Politic : First session in the Senate since May 9, 2012 !

After more than two months of a deep sleep, the Senate, to general surprise, gathered in plenary session yesterday Wednesday. A resumption of a dysfunctional Senate since May 9, 2012, date of ratification of the General Policy of the Prime Minister, Laurent Lamothe... 17 out of 20 Senators were present, in the absence very remarked [but expected] of Senator Jean William Jeanty...

However, at this surprising resumption, the appointment of representatives of the Legislative for the uture Permanent Electoral Council (CEP), despite the urgency, was not on the agenda...

The Senator Benoît recalling that the two-thirds quorum is virtually unattainable to designate representatives of the CEP, takes the same position that Dieuseul Simon Desras, the President of the Senate and proposed during this session, a reduction of the quorum to 11 instead of 16 currently.

A proposal who has been strongly criticized by his colleagues Jean-Baptiste Bien-Aimé (INITE) and Andrys Riché (OPL). The Senator Bien-Aimé ays that "it is the President Martelly who is behind this idea," while his colleague speaks of "emotional reaction." Objecting to any reduction, the two senators require the maintenance of quorum [16] stating that any changes would be a violation of the constitution and internal regulations of the Senate... A statement, which appears to leave indifferent the Senate President which affirmed the eve "there are legal provisions and a jurisprudence to lower the quorum."

In addition, the Senator Jean-Baptiste hopes that the appointment of representatives of CEP, be placed on the agenda of the next session which should in principle... be held this Thursday...
