Haiti - Technology : Digitization of the school accreditation process

A technical workshop focused on the presentation, deployment, and testing of web applications, developed as part of the digitization of the school accreditation process, was held last week in Pétion-ville. Organized by the Ministry of National Education (MENFP) through the Directorate for the Accreditation of Private Schools and Partnerships (DAEPP), the workshop was designed for staff from the Ministry’s technical directorates, specialized units, and departmental education offices (DDEs).

Conducted using a participatory, hands-on approach centered on the practical application of these tools, the workshop served not only to introduce the applications but also to test and initiate the rollout of digital modules created for the three stages of private school accreditation : authorization to open, issuance of an operating permit, and granting of an accreditation certificate. These efforts are intended to foster greater modernization, transparency, and efficiency within the process.

In this context, the workshop, which holds particular significanc, allowed Ministry staff to familiarize themselves with the newly developed features and to provide feedback and recommendations to help strengthen the accreditation process.

Speaking at the opening of the event on behalf of Director General Osny Jean Marie, Professor Cénatus Pierre, Coordinator of the MENFP’s General Directorate, highlighted the necessity of such applications. He emphasized the importance of modernizing and digitizing the Ministry’s administrative and technical procedures, with the goal of improving services to make them more accessible and consistent.

According to Professor Pierre, within the Haitian educational landscape, which comprises over 18,000 schools and more than 4,000,000 students—non-public schools occupy a predominant position. In this regard, he added, their formal recognition and oversight constitute essential dimensions of the governance of the education system.

In conclusion, he commended the efforts of all the teams that contributed to the development of these tools, as well as the invaluable support provided by technical and financial partners—notably the United Nations Office for Project Services (UNOPS), the Inter-American Development Bank (IDB), and the World Bank (WB).

For his part, Walex Pierre—Director of Private School Accreditation and Partnerships, and General Coordinator of the Support Division, noted, following some technical remarks, that the operationalization of digital tools for the private school accreditation process is one of the key objectives sought by the Ministry. He mentioned that the roadmap targets the generation and issuance of e-permits to 90% of the schools identified in the Education Management Information System (EMIS) by June 2027, while the digital tool dedicated to the accreditation process is expected to be fully implemented by June 2028.
