Haiti - Politic : Entry into force of the pact for the prevention and recovery of Haiti

On Friday, November 6, 2026, the Haitian Government and its international partners announced the entry into force of the "Pact for Prevention and Recovery", a mutual accountability framework between the Haitian Government and its international partners. The Pact aims to advance priority reforms, strengthen public trust in government institutions, and address the underlying drivers of fragility and violence in Haiti.

Grounded in the World Bank Group’s new strategy for countries affected by fragility, conflict, and violence, the Pact focuses on reforms that target the structural causes of instability. It outlines ambitious, time-bound, and verifiable reform commitments across four areas :

1) Rule of law, justice, and security (coordinated with BINUH and the OAS);

2) Governance and anti-corruption efforts (supported by UNODC);

3) Macroeconomic stability and fiscal policy (in close collaboration with the International Monetary Fund);

4) Sustainable jobs and investment.

"The Pact for Prevention and Recovery transforms the Government’s roadmap into a clear action plan : fourteen commitments across four priority areas, complete with measurable targets and firm deadlines. These commitments build upon work and plans developed with partners, including the IMF, BINUH, UNODC, and the OAS. The goal is clear: concrete actions, measurable progress, and results—at a time when Haiti needs them most," stated Serge Gabriel Colin, Haiti’s Minister of Economy and Finance. In its first phase, the Pact covers reforms to be implemented over a 12-month period. Progress will be documented in two reports, the first due after six months, in April 2017 providing Haitians and partners with a clear and transparent view of the achievements. Subject to satisfactory progress, the World Bank will consider additional financing to support Haiti’s recovery and will develop an engagement framework for a further three-year period.

"The World Bank Group commends the significant efforts made by the Haitian government to develop this Pact. These reforms are essential for building confidence and creating the conditions for a sustainable recovery," said Anne-Lucie Lefebvre, World Bank Group Operations Manager for Haiti. "The World Bank Group remains committed to supporting the Haitian government in implementing the proposed reforms and facilitating Haiti’s recovery."

The Pact emphasizes that improvements in security, employment, and governance are vital to Haiti’s recovery. Key partners—including the International Monetary Fund, the Organization of American States, and United Nations agencies will assist in monitoring the implementation, with a continued focus on accountability and measurable progress.
