School Canteen : A Lever for Economic and Social Development in Haiti

As part of the implementation of the in-kind agreement signed between the National School Canteen Program (PNCS) and the French Embassy in Haiti on September 15, 2026 (https://www.icihaiti.com/en/news-48456-school-canteen-signing-of-an-agreement-with-the-french-embassy.html), Lucson Philemond, General Coordinator of the PNCS, led a delegation, which included French Ambassador Gauthier Lekens, World Food Programme (WFP) Haiti Director Lauren Landis, and other representatives from the French Embassy, Expertise France, and the PNCS, on a working visit to the Organization for the Rehabilitation of the Environment (ORE) in Camp-Perrin.

The delegation was welcomed by agronomist Patrick Condé, Director General of ORE, who took the opportunity to present the organization’s activities, production infrastructure, and equipment used for processing local agricultural products, particularly corn.

Founded in 1985, ORE is a Haitian non-governmental organization active in the fields of agriculture, environmental protection, and rural development.

As a supplier for the French Embassy’s school feeding initiative, the organization is participating in a collaboration—valued at over 700,000 US dollars for the 2026–2027 academic year, aimed at supplying schools in the Nippes, Sud, Grande-Anse, and "Les Palmes" regions.

The discussions highlighted the role of processing infrastructure in adding value to local harvests and strengthening the capacities of suppliers. This visit is intended to reflect the approach of the PNCS, which rejects the idea that school feeding should be limited merely to the distribution of meals; instead, it positions such programs as a catalyst for economic and social development—one capable of creating market opportunities for farmers, stimulating the agrifood processing sector, and supporting rural communities.
