The UN renews sanctions against Haiti for one year in order to curb gangs
On Wednesday, October 14, 2026, the UN Security Council renewed for one year the sanctions regime against individuals linked to violence in Haiti, including asset freezes, travel bans, and an arms embargo, with the aim of curbing gang violence and contributing to the restoration of security in the country. The resolution, sponsored by the United States and Panama, received 14 votes in favor and one abstention, that of Russia. The Council also extended the mandate of the Panel of Experts tasked with monitoring the implementation of the sanctions for 13 months. Jennifer Locetta, the Deputy Representative of the United States, supported the renewal of the sanctions, the arms embargo, and the mandate of the Panel of Experts, while specifying that the embargo includes exceptions for security forces operating under the command of the Haitian Government. For his part, Eloy Alfaro de Alba, the representative of Panama, stressed that the effective implementation of the arms embargo is "a crucial tool for curbing violence and cutting off the supply that fuels the conflict." He did, however, regret the lack of consensus on including certain individuals on the sanctions list who, in his view, contribute to the violence. Russia, which abstained from the vote, rejected accusations that Moscow was seeking to protect corrupt officials and simply stated that the current sanctions regime is "ineffective". This sanctions regime was established in October 2022 and targets individuals and entities that threaten the peace, security, and stability of Haiti. In October 2023, the Council extended the arms embargo to the entire territory of Haiti. This new resolution includes a requirement for the Gang Suppression Force (GSF) to inform the Group of Experts of any diversion of weapons and ammunition, including cases of loss or theft. The text also urges Member States to take "urgent and decisive measures to fully implement the arms embargo." This renewal comes amid persistent insecurity in Haiti, where armed gangs maintain their operational capacity and benefit from political, economic, and security networks, according to the latest report from the UN Group of Experts.
