Haiti - Politic : Towards increased cooperation with Brazil 19/08/2026 10:21:46
On Tuesday, August 18, 2026, Sandra Paulemon, Minister of Planning and External Cooperation, received the Brazilian Ambassador to Haiti, Luís Guilherme Nascentes Da Silva, to strengthen and revitalize cooperation between the two countries. During their discussions, Minister Paulemon reaffirmed Haiti's commitment to developing its cooperation with Brazil. She commended the South-South cooperation initiatives and the warm welcome extended to Haitian nationals over the years. She highlighted the importance of trade between Brazil and Haiti, which reached approximately US$81 million in 2024. She also noted the considerable potential for increasing the presence of Haitian products in the Brazilian market and further strengthening trade in both directions. To this end, the Minister proposed gradually shifting the focus from importing Brazilian products to Brazilian investment, technology transfer, and co-production in Haiti. Along the same lines, Ms. Paulemon requested bilateral budgetary support from Brazil for the Haitian budget for the 2026-2027 fiscal year. Furthermore, the Minister proposed exploring the creation of a Brazil-Haiti Youth, Technology, and Skills Program, potentially involving Brazilian universities. Information technology, artificial intelligence, programming, cybersecurity, civil engineering, renewable energy, industrial maintenance, modern agriculture, health, public management, and territorial planning are among the sectors under consideration. She also advocated for expanding opportunities for university scholarships, short-term technical training, and teacher training programs. Sandra Paulemon also proposed the development of a strategic roadmap for Haiti-Brazil cooperation from 2026 to 2030, structured around five main pillars : agriculture, food security, and agribusiness; public health and institutional strengthening; youth, vocational training, universities, technology, and innovation; renewable energy, climate resilience, and territorial development; and culture, creative industries, mobility, and people-to-people relations. For his part, the Brazilian Ambassador, Luís Guilherme Nascentes Da Silva, reviewed several achievements and initiatives of the cooperation. He also mentioned training projects for Haitian police officers and military personnel, as well as Brazil's willingness to contribute to the training of personnel to support the Provisional Electoral Council. Regarding land-use planning, he noted that Brazil has experience that could be shared with Haiti. The Ambassador also announced the upcoming visit to Haiti of a Brazilian delegation that will share its country's experience and assist Haiti in identifying the most appropriate approaches to combating hunger and poverty. The diplomat also welcomed the request for bilateral budget support for the 2026-2027 budget. Both parties agreed to maintain a sustained dialogue to give new impetus to Haitian-Brazilian cooperation and to translate the various avenues discussed during this meeting into concrete projects.
