During the week of July 20-25, 2026, the National Old-Age Insurance Office (ONA) continued implementing its strategic priorities through concrete actions in modernization, governance, human resource management, service quality, social dialogue, and support for the State's major priorities. These initiatives demonstrate the General Directorate's commitment to strengthening institutional performance and building a more modern, efficient, and responsive ONA, better aligned with the needs of its insured members, pensioners, and all Haitian workers.

The ONA has taken another step forward in implementing the social security registration reform and rolling out the Social Security Card (https://www.haitilibre.com/en/news-48000-haiti-ona-ambitious-reform-of-social-registration.html). Following a high-level strategic meeting bringing together the institution's key officials, several technical guidelines were approved to modernize the insured person identification system and improve the quality of services offered to Haitian workers.

The National Old Age Insurance Office (ONA) officially appointed Dr. Mackenson Saint-Cyr as Director of Human Resources. With 23 years of experience at the institution, the new director intends to continue modernizing human resources management by focusing on the digitization of services, the development of internal expertise, and the strengthening of institutional performance.

As part of its modernization policy, the ONA launched an exceptional debt restructuring program for debtors of the institution. This initiative offers those affected the opportunity to settle their debts through negotiation until September 30, 2026, in accordance with applicable regulations.

On Friday, July 24, the Institution participated in the closing ceremony of the capacity-building program for the Study and Programming Units (SPUs), organized by the Ministry of Planning and External Cooperation (MPCE) in collaboration with the Prime Minister's Office. Through this participation, the ONA reaffirmed its commitment to modernizing the public administration and strengthening institutional capacities to foster more effective governance.

Also on Friday, July 24, on the occasion of the 10th anniversary of the ONA Workers' Voice (Voix des Travailleurs de l’ONA - VTO), the General Directorate reiterated its commitment to social dialogue as the foundation of modern and participatory governance. Represented by its Special Advisor, Dr. Jean Gardy Marius, it reaffirmed its commitment to maintaining constructive collaboration with labor unions to support ongoing reforms, strengthen institutional governance, and improve the quality of services offered to insured individuals and pensioners.

On Saturday, July 25, Ms. Lovely François, the Director General of ONA, commended the ten years of commitment of the ONA Workers' Voice (VTO) and reiterated her commitment to maintaining an open, ongoing, and constructive dialogue with all social partners. Convinced that the most lasting reforms are built through consultation, she will resolutely pursue the transformations already underway in order to build a more modern, more efficient, more transparent ONA, one that is ever closer to the expectations of its insured members, pensioners, and staff.

Furthermore, Ms. François participated in a high-level strategic session at the National Palace, chaired by Prime Minister Fils-Aimé, dedicated to mobilizing the public administration for the implementation of the electoral decree of June 2nd, 2026.

This important meeting brought together members of the government, key officials from public institutions, the President of the Provisional Electoral Council (CEP), representatives of the national security forces, and international partners. Through her participation, the Director General reaffirmed the ONA's commitment to supporting the State's major priorities and contributing, in accordance with its public service mission, to the success of the national electoral process.
