Haiti - Technology : Towards an energy revolution in rural areas

The Office for Monetization of Development Assistance Programs (BMPAD) is continuing its efforts to mobilize international partners around structuring projects. In this dynamic, Me Stevenson Jacques Thimoléon Director General of BMPAD, led a first working session with representatives of the Caribbean Development Bank (BCD) in order to present the Solar Electrification Program for Essential Public Services (PESPE), an initiative intended to sustainably improve access to electricity in rural areas of Haiti.

This first meeting marks an important step in BMPAD's efforts to establish a partnership with the BCD around a strategic project focusing on renewable energies to strengthen essential public services.

During the discussions, the Director General presented the main directions of the program, which provides for the installation of autonomous photovoltaic solar systems in public schools, health centers and sub-stations of the Haitian National Police (PNH) located in the communes and communal sections least served by electricity. The objective is to offer rural populations more reliable access to quality public services, while contributing to the reduction of territorial disparities.

The project will be led by the BMPAD, with the involvement of several institutional partners, including the Ministry of Planning and External Cooperation (MPCE), the Ministry of National Education and Professional Training (MENFP), the Ministry of Public Health and Population (MSPP), the National Institute of Professional Training (INFP) as well as the National Police of Haiti (PNH). BMPAD also intends to mobilize other technical and financial partners to support the implementation of the program. This inter-institutional approach will promote coordinated, efficient and sustainable execution.

Through this program, BMPAD contributes to the implementation of government priorities in terms of sustainable development. PESPE aims to mobilize a total investment of 45 million US dollars over a period of 36 months, subject to obtaining the necessary co-financing from national and international partners. In the immediate future, the BMPAD is focusing on carrying out a 12-month pilot project, an essential first step intended to demonstrate the technical, social and financial feasibility of the program before its deployment on a larger scale.

Beyond the electrification of public infrastructure, the program provides for the training of local technicians responsible for maintaining the installations, the creation of community management committees as well as the promotion of renewable energies as a driver of local development. Ultimately, the PESPE aims to electrify 500 schools, 300 health centers and 200 PNH sub-stations, thus contributing to improving the learning conditions of hundreds of thousands of students, strengthening the quality of health care, guaranteeing the conservation of vaccines by maintaining the cold chain in health centers and dispensaries, as well as increasing the operational capacities of law enforcement. in rural areas.

Through this first meeting with the Caribbean Development Bank, BMPAD reaffirms its desire to diversify its technical and financial partnerships in order to realize projects with strong economic and social impact by making renewable energies a lever for sustainable development, strengthening public services and reducing inequalities between urban and rural environments.

This first contact opens encouraging prospects for the establishment of lasting cooperation between BMPAD and the Caribbean Development Bank, with the aim of mobilizing the resources necessary for the implementation of the pilot project, a prelude to a national program likely to sustainably transform access to essential public services and accelerate the development of rural communities in Haiti.
