Towards improved infrastructure partnerships in Haiti

On Wednesday, May 13, 2026, to revitalize national infrastructure projects, Engineer Joseph Almathe Pierre Louis, Minister of Public Works (MTPTC), met with Ms. Dabagai Dabagai, Representative of the United Nations Office for Project Services (UNOPS-Haiti). This working session marks a decisive step in strengthening cooperation between the UN agency and the Haitian government.

From the outset of the discussions, UNOPS reiterated its unwavering commitment to the Minister of Public Works. The central focus of this working session was the optimization of major infrastructure projects, with particular attention paid to the North and West departments.

The Minister pragmatically outlined the realities on the ground, highlighting the dual pressure exerted by stringent budgetary constraints and a persistent infrastructure crisis. He emphasized the urgent need to intensify maintenance and construction work despite a limited budget, while also requesting specific support for the complex management of displaced persons currently occupying the site of the National Laboratory for Building and Public Works.

To overcome certain obstacles, Ms. Dabagai pledged to act as a facilitator by initiating discussions with potential donors, particularly those demonstrating a strong interest in targeted interventions in specific regions of the country. This approach aims to mobilize the necessary resources to ensure the continuity and speed of essential projects throughout the country.

This dialogue strengthens the synergy between the MTPTC and the UNOPS, paving the way for accelerated resource mobilization and the development of concrete solutions to the sector's current challenges. This renewed partnership demonstrates the Ministry's commitment to relying on rigorous international institutions to address national emergencies.
