Towards a new doctrine for the Armed Forces of Haiti

Following up on one of the priority actions of his 2026-2027 Action Plan, Mario Andrésol, the Minister of Defense, has just mobilized more than a dozen specialists from diverse backgrounds for the drafting of the new doctrine of the Armed Forces of Haiti (FAd'H).

This working methodology, based on targeted consultations, aims to pool opinions and contributions in particular from military or defense experts, geopolitologists, specialists in strategic and security studies, jurisconsults, criminologists, etc...

Among these highly qualified and experienced resource people, let's mention among others : General Prosper Avril, Colonel Antoine Atouriste, Lieutenant-Colonel Marie Sandry Charles Pierre, Prosper Charles member of the Security Working Group, military historian Georges Michel, Me James Boyard, Haitian security expert and Chief of Staff of Minister Andrésol.

In accordance with the framing elements submitted to this multidisciplinary working group, the new FAd'H doctrine must imperatively take into account not only the extension of the national defense function to asymmetric and hybrid threats, but also respect for the normative framework applicable to any armed force in a democratic society, namely respect for human rights, humanitarian law and the principle of civil-military relations.

Minister Andrésol remains hopeful that this working method based on interdisciplinarity will guarantee the richness, relevance and credibility of this technical-normative document intended to govern the missions of this modern, professional and above all multitasking army.
