In a statement, Juanita Goebertus, Americas Director at Human Rights Watch, said, "Dozens of ordinary people, including many children, have been killed and injured in these lethal drone operations."

According to data from multiple sources reviewed by Human Rights Watch, at least 1,243 people were killed by drone strikes in 141 operations between March 1, 2025, and January 21, 2026, including at least 43 adults who apparently did not belong to criminal groups and 17 children. The data also shows that drone strikes injured 738 people, at least 49 of whom did not belong to criminal groups.

The United Nations Integrated Office in Haiti (BINUH) attributed the drone attacks in Haiti to a "Task Force" created by Prime Minister Alix Didier Fils-Aimé and operating with the support of the private military company Vectus Global, one of the companies owned by Erik Prince, former founder of Blackwater. The U.S. Ambassador to Haiti confirmed that the U.S. State Department had issued a license to Vectus Global to export defense services to Haiti.

The number of kamikaze drone attacks in Port-au-Prince has increased considerably in recent months, with 57 attacks reported between November 2025 and January 21, 2026, nearly double the 29 attacks recorded in the preceding three months [August to October 2025].

Human Rights Watch believes that the authorities should compensate the affected families and publicly clarify the command structure related to the drone attacks and the role played by private military companies in them. operations.
