Haiti - Justice : Me Lionel Constant Bourgoin, new government commissioner

Yesterday Monday, Me Lionel Bourgoin Constant became the new government commissioner of the Civil Court of Port-au-Prince. The swearing in ceremony took place yesterday morning. Me Bourgoin replaces to this position the former commissioner Felix Léger. Recall that in 2011 Haiti had three government commissioner, Me Harrycidas Auguste, Me Sonel Jean-François and Me Félix Léger.

"...frankly I am both very happy and at the same time also very careful [...] Now I return to the prosecutor because I feel in me a need to act for justice of my country, because there is a necessity, it's not just me that will act, everyone acts, the Government in its general policy statement that prioritises public safety and justice is a gear, is a part of the chain of a public security policy well understood [...] in a comprehensive policy, the action of the prosecutor must be integrated so that we can have the repression, married the prevention with the repression and the neutralization of criminal.

So I expect here that with all my substitutes, collaborators and administrative staff, we can resume the internal organization of the prosecution like Gassant had left it to Me Manès [...]" declared Me Bourgoin.

Who is Me Lionel Constant Bourgoin

After his law degree at the Faculty of Law and Economics of Port-au-Prince in 1997, Constant Lionel Bourgoin graduated from the National School of Magistrates of French Bordeaux after an initial training.

Back home, he's for seven month a substitute government commissioner at the court of Port-au-Prince before being promoted to the government commissioner to the Court of First Instance of Jacmel in 1999 where he prosecutes for four years.

In 2003, Lionel Bourgoin was admitted to the University Panthéon Sorbonne (Paris I) where he obtained in 2005 a master's degree (LLM) following a postgraduate diploma (DEA) in criminal law and criminal policy in Europe.

In 2006, he was coordinator of activities against prolonged pretrial detention as part of a program to strengthen the Haitian judicial system of the National Center for State Courts (NCSC) funded by USAID.

In November 2008, Lionel Bourgoin was appointed Director of the School of Magistrates (EMA) of Haiti.
