Thursday February 15, 2024 the Homeland Security Investigations (HSI) informed that David J. Magdycz, the Deputy Director of International Operations of HSI Homeland Security Investigations and Emmelie Prophète-Milcé, the Haitian Minister of Justice, in presence Deputy Undersecretary for International Narcotics and Law Enforcement Affairs of the State Department, Chris Landberg and the leaders of the Haitian National Police (PNH), including Frantz Elbé, its Acting Director General, signed an agreement earlier this week in Washington D.C., creating the Transnational Criminal Investigation Unit (TCIU).

This new specialized unit within the Haitian National Police (PNH) will make it possible to pursue gang activities and other crimes at the international level and respond to Haiti's urgent security needs, said the American Embassy in Haiti. It will facilitate the sharing of information to prosecute international gangs and crimes and facilitate the exchange of information between law enforcement partners in the United States and Haiti and strengthen the capacities of two countries to investigate and prosecute those involved in transnational criminal activities.

The members of this unit, including its commander, will be chosen from within the PNH and will be subject to a verification process and examinations on professional, psychological, physical and ethical standards.

The Transnational Criminal Investigation Unit (TCIU) program currently partners with 17 countries.

Through this partnership, the HSI and TCIU will work together to collect evidence to identify and advance cases against transnational criminal organizations, terrorist networks and facilitators, as well as other criminal elements and expand investigations into foreigner in compliance with the laws, agreements and treaties of the host country and the policies of U.S. missions.
