Haiti - Justice : The ULCC at the 39th meeting of the Committee of Experts against Corruption

Me Hans Jacques Ludwig Joseph, Director General of the Anti-Corruption Unit (ULCC), in his capacity as main expert in monitoring the implementation of anti-corruption conventions, participated in the 39th meeting of the Anti-Corruption Committee experts from the Follow-up and Implementation Mechanism of the Inter-American Convention Against Corruption (CICC)

During this session, which was held at the headquarters of the Organization of American States (OAS) in Washington, Me Joseph presented the report on the progress made by Haiti in the implementation of the recommendations made by MECISIC. "The ULCC has taken measures to penalize and administratively sanction violators of the law of February 12, 2008 on the declaration of assets. In this regard, a total of 112 requests were addressed to various Government Commissioners in order to prosecute certain political figures (mayors, deputies and senators) who have not completed their declaration of assets within the legal deadline," explained Me Joseph.

Adding that the Haitian State, through the Public Finance Reform Commission has also encouraged the active participation of civil society and NGOs in monitoring the management of public affairs through the establishment of the "Collective for the Control of Public Integrity (COCIP)," a consultation table which aims to promote citizen control of public expenditure within the framework of the Public Finance Reform Project.

Always with a view to strengthening the fight against corruption, the ULCC has also drawn up and presented two draft bills. The first on the protection of whistleblowers, of informers, witnesses, experts and victims in criminal matters and a second on access to information."

This 39th session of the MECISIC was also an opportunity to share with the other States Parties the good practices developed by the ULCC in the context of the fight against corruption, such as the creation of the Anti-Corruption Documentation Center (CDAC) in partnership with the National Library of Haiti (BNH).
