Haiti - Justice : The Minister Prophète Milcé moves the judicial system

Since the publication of the Circular of December 2022, Commissioners and Substitutes of the Government Commissioner are working to curb the scourge of prolonged, illegal and arbitrary preventive detention which attak the Haitian judicial system.

For the month of December 2022 alone, a total of 247 final indictments and 162 indictments were issued by the prosecutors of the eighteen courts of the country.

At the same time, 267 outstanding cases were sent to the criminal court to be heard and judged in accordance with the law, which represents a record in the history of justice in Haiti.

These advances testify to the determination of the Minister Me Emmelie Prophète Milcé to restore the image of Haitian justice.

If prolonged, illegal and arbitrary preventive detention has always represented a challenge for judicial actors in the Haitian prison environment, today it constitutes one of the major challenges against which the Minister of Justice intends to lead a merciless fight in order to achieve respect for the fundamental rights of litigants who, for the most part, have been waiting for ages for the decision of a natural judge.

It should also be mentioned that during the same month, the prosecutors made 162 visits to the various prison centers in the country, to ascertain the state in which the detainees live.
