Haiti - Justice : Towards a strengthening of the Rule of Law

As part of the support to strengthen the Rule of Law, which is a priority of President Martelly, the United Nations Mission for Stabilization in Haiti (Minustah), the French Government and the Ministry of Justice of Haiti, have allowed to 17 men and 3 women, Haitian magistrates students , to receive a training of 10 months at the School of Magistrates of Bordeaux, France. These future magistrates are returned this week of their stay of training.

Between 25 and 44 years, these professionals, most law graduates, now have the academic tools necessary to work in the field of justice as auditors. They are part of the first class recruited exclusively on contest, in accordance with the law December 20, 2007 on the recruitment process of the School of Magistrates, putting an end to the right of appointment, exercised previously, by the Ministry of Justice and Public Safety.

The program has allowed the theoretical training of these magistrates students in auditing techniques [4 month], followed by an internship in French jurisdictions [six months]. The training also focused on the acquisition of fundamental judicial capacity and ethics.

Also, six Haitian trainers have received during two months, a teaching on the process of development of training sequences and management of studies, from the National School of Magistrates, and on the implementation of the training of auditors, during their internship in court.

The cost of this training has been estimated to 487.160 euros including 118.860 euros for pedagogical expenses engaged by the School. about 79.000 euros (± $100,000) were funded by the United Nations Development Programme (UNDP) Haiti and the United Nations Mission in Haiti (Minustah) and 408,000 euros (± $500,000) by the French Ministry of Foreign and European Affairs (MAEE).
