Haiti - Elections : Impressive logistical support of the Minustah

In its support to the Provisional Electoral Council (CEP), the UN Mission for Stabilization in Haiti (Minustah) continues on the road of the presidential and legislative elections of 20 March. For the current period, most of its means of transport and of its human resources are used as part of its logistical and security support to the electoral process.

As a result, the Mission uses 67 of its containers to distribute the sensitive electoral materials, through all departments of the country, accompanied of course with security escorts. These activities take place from February 28 and will end in mid-March.

The police and military components will affect their workforce to support activities related to the electoral process, firstly the distribution of sensitive material and then its recovery after the elections, under the constant supervision of the CEP [which corresponds to component logistics] and secondly, the support in the maintenance of order in support to the Police Nationale d'Haiti (PNH), [which is the security aspect].

At the logistical level, the Mission has used the following means of transport to send the electoral materials in all voting centers in the country during the first round of the elections:

  • 81 armored vehicles, people carriers

  • 165 truck of the military or police components

  • 641 4x4 vehicles of the the civilian, military or police components

  • 4 buses and 4 ships of the military component, for the island of la Gonâve, in the department of the West in Grand Boucan in Nippes; to the island Cayemite, in the Grande Anse, and to the île à Vache, in the South

  • 7 helicopters

  • 36 trucks provided by the World Food Program (WFP) in Cap-Haitien and the West Department

  • In addition, more rudimentary means are used to transport equipment in remote areas of the country, including nearly 400 mules.

At the security level, as was the case during the first round, the integrated security plan will be implemented by the PNH, supported by military and police components of the Minustah. This plan defines the roles and responsibilities of all actors involved in the securitization of the process.
