Haiti - Education : The Ministry prohibits the subcontracting of courses in schools

As part of the provisions to combat bad practices in the network of schools in the public sector and improve governance, Pierre Josué Agénor Cadet, the Minister of National Education in a circular published on Wednesday, December 6, 2017 decided "to ban the practice of subcontracting of courses in public fundamental schools and high schools, beginning January 8, 2018, when classes resume.

Thus, only titular teachers are allowed to teach in national schools and / or high schools. In case of repeated absences without justification, they will be replaced automatically, according to established procedures.

The Ministry asks the directors of establishments to ensure the permanent availability of the attendance booklet of all teachers. The central authorities of the Ministry may at any time carry out supervision visits to verify the conformity and veracity of the information contained in this booklet.

School officials, with the support of the inspectors, must ensure full implementation of this measure. Any offender will be punished according to the regulations and the law governing the subject."
