Haiti - Security : Operation Grand Ravine, the PM recognizes police burrs

At the beginning of the week, at the invitation of the Senate Committee "Justice, Security and National Defense" a meeting was held with the members of the Superior Council of the National Police (CSPN) around the anti-gang operation in Grand-Ravine, which mobilized 260 police officers from several specialized units and resulted in the death of 8 citizens (including a teacher and the guardian of Evangelical College Maranatha) and 2 police officers.

Before the Commission, Prime Minister Lafontant acknowledged that "of police burrs were committed" during this bloody operation that turned out to be a fiasco, while Michel-Ange Gédéon spoke rather "of an operation that has turned to skid" following "unforeseen in the operation..."

For his part, Senator Jean-Renel Sénatus, President of the Commission, mentioned communication problems in the police hierarchy, saying that there had been disobedience... Information confirmed by the DG of the PNH, who stated that at a certain point there were unforeseen events and instructions were given to stop the operation, which was not done which led to slippage, while acknowledging flaws in the preparation and planning the operation...

The Prime Minister announced that following police investigations, the responsibilities would be fixed and the culprits punished. As President of the CSPN the Prime Minister took good care to release his responsibility for this failed operation, making it clear that the CSPN only dealt with the strategic axes of the PNH and not the field operations... returning the responsibility to the police authorities of the Department of the West. He said the results of the police investigation into the issue will be published this week and that sanctions will be taken against those responsible.

Michel-Ange Gédéon made it clear that the operation was planned between the west departmental directorate and the members of the new UN mission Minujusth, explaining that in the hours following the end of the operation, the Inspection General of the PNH (IGPNH), had opened an administrative inquiry to fix the responsibilities of those who ignored the orders. He was satisfied with the results, but was loquacious about the details to avoid disrupting the investigation that is coming to an end. However, he announced that changes are underway to fill the gaps that will ensure that the administrative measures resulting from the investigation will be followed by penal sanctions.
