Haiti - FLASH : Transfer of private school students to public schools !

In a Circular on the management of effectives of Universal Schooling Program Free and Compulsory (PSUGO), Jean Beauvais Dorsonne, the Minister of National Education and Vocational Training explains that in order to ensure better management of PSUGO "[...] both educationally and administratively, taking into account the limitations of resources at the State level, it was decided to generalize for all classes the transfer of child beneficiaries [of PSUGO] of private schools to public schools, from the 2016-2017 school year.

This will be done in concert with the zone inspectors, under the authority of departmental directors, with the support of technical directorates involved in the implementation of PSUGO, including the Department of Fundamental Education (DEF), the Directorate of Planning and External Cooperation (DPCE) and the Directorate of Support for Private Education and of Partnership (DAEPP).

However, some exceptions will be granted with the approval of the Minister, in areas where there are no public schools.

MENFP asks to department directors o take all necessary measures for the implementation of this measure, to better governance in the education sector and the improvement of services provided to the population as part of schooling projects."

One may wonder what objectives are really pursued in this circular (other than demagogic) whose implementation is somewhat utopian, let's recall that "PSUGO allowed to 1,465,974 children to have free access to basic education through 8,400 schools including 6,262 private schools (785,674 students) and 2,138 public schools (680,300 students) at national level" (source Ministry of Social Affairs - December 2015).

It will require the Minister explain to us in which public infrastructure it intends to host at the new school year, those few extra 700,000 students from from private schools...?
