Haiti - Politic : OAS Mission against corruption in Haiti

The Government Haiti confirmed this week to the General Secretariat of the Organization of American States (OAS) its consent to receive an on-site visit as part of the Fifth Round of the Mechanism for Follow-up on the Implementation of the Inter-American Convention against Corruption (MESICIC) of the OAS.

For the Fifth Round, the MESICIC Committee of Experts will review the implementation of the provisions in Article III, paragraphs 3 and 12 of the Inter-American Convention against Corruption https://www.oas.org/juridico/english/treaties/b-58.html which refer to the needed instruction to government personnel and the study of preventive measures that take into account the relationship between equitable compensation and probity in public service. Moreover, the Committee will analyze the follow-up on the recommendations formulated https://www.haitilibre.com/docs/mesicic4_final_hti_en.pdf to the States Parties in the Second Round, on topics such as public procurement, hiring of public servants, whistleblower protection and the criminalization of acts of corruption under the Convention.

The MESICIC is a cooperation mechanism between states, with the broad participation of civil society organizations, in which the legal/institutional framework of each country is reviewed for suitability with the Inter-American Convention against Corruption, as well as the objective results achieved therein. The incorporation of on-site visits as a stage and integral part of the MESICIC review process represents an innovative initiative in the context of the OAS, which has strengthened even more so this reciprocal review mechanism.
