As part of the XXXVIII Meeting of the Organization of International Civil Aviation Organization (ICAO), which runs until October 4, 2013 in Montreal (Canada), Martin Roumer, Director General of the National Office of Aviation civil (OFNAC) in Haiti and Alejandro Herrera Director General of the "Instituto Dominicano de Aviación Civil" (IDAC) in Dominican Republic, signed through the National Office of Civil Aviation (ONAC), an agreement on technical cooperation in search and rescue operations.

This signature is part of the bilateral cooperation agreement signed between the two countries in early September, during the visit of Mr. Roumer at the headquarters of the IDAC to Santo Domingo

The agreement stipulates that the two states will coordinate their research organizations and of rescue operations, subject to conditions prescribed by their own authorities. With this signature, in addition to satisfying the guidelines of ICAO, the two states declare in ability to foster existing relationships and reduce the response time in case of air or maritime accident in one of the states covered by the agreement, among others, and should also strengthen the rescue and aerial search of the two countries.

On the other hand, it is understood that the civil authorities and military agencies, aeronautical and maritime, meteorological services and aircraft operators, considered as essential to support this agreement, combine their efforts, through agreements for provision of rescue services and air search in a specific region.
