The engineer Michel Présumé, Director of the Division Public of the UCLBP, explained "[...] The first buildings that we will begin to build are the Ministry of Economy and Finance (MEF), the General Administration of Customs (AGD) and the Directorate General of Taxes (DGI) [...] we will demolish all the buildings of the State who was there and then we will continue [...] On this place before there were several ministries: Economics, Planning, Public Works, Health and the Ministry of Interior, all were in this space. It is only when the CNMP, will gives us the OK that we will sign the contracts. At that time, there will be a mobilization period of 30 days, after which work will start [...]"
