Haiti's Electoral decree, 7 months of discussions for a 3rd version

The new (the 3rd) version of the electoral decree, amending the second version published in the official gazette on June 2nd, 2026, was adopted on Thursday, July 2nd, 2026, by the Council of Ministers and published in Special Moniteur #34. It should be noted that only the amendments themselves were published. It therefore took seven months of negotiations between the Government, the Provisional Electoral Council (CEP), and the political parties to reach a "relative consensus" on this decree. As a reminder, the first version of the Electoral Decree was published on December 1st, 2025...

First version of the Electoral Decree :

The Electoral Decree of December 1st, 2025 (first version), published in the official gazette Le Moniteur, defined the legal framework for the Haitian electoral process by establishing rules for organizing votes and capping campaign spending.

The original text has since been amended to align with the National Pact for Stability and the Organization of Elections. The Provisional Electoral Council (CEP) and the Executive branch have worked on successive revised versions (notably in April and June 2026) to adjust the terms of office and address political disputes.

This version was extensively revised by the executive branch without consulting the CEP. https://www.haitilibre.com/en/news-47667-haiti-elections-electoral-decree-drastically-modified-new-crisis-looming.html Faced with the risk of a crisis with the Provisional Electoral Council (CEP), the executive branch held a series of tripartite meetings (Executive, Political Parties, CEP) aimed at explaining and modifying or removing contentious elements. Amendments were finally published on July 2nd, 2026, modifying the June 2 decree in Special Issue No. 34 of the Official Gazette (Moniteur).

Note that in the absence of official changes to the 2nd version of the CEP, by the executive, some uncertainty remains regarding the latest revisions, until a full version incorporating these changes is available.
