Launch of the 2026-2027 Budget Preparation Work in Haiti

On Thursday, June 11, 2026, the Ministry of Planning and External Cooperation (MPCE) and the Ministry of Economy and Finance (MEF) officially launched the drafting of the State Budget for the 2026-2027 fiscal year during a working session that brought together the main institutions involved in the budget process, including the General Customs Administration (AGD), the General Directorate of Taxes (DGI), as well as several directorates general and technical departments of the MEF and the MPCE.

This initiative aligns with the Government's vision of providing the country with a realistic, credible, and feasible budget capable of addressing current challenges while supporting national priorities.

In her address, Minister of Planning Sandra Paulemon noted that the preparation of the 2026-2027 budget is taking place within a context marked by significant security, economic, and social challenges, requiring rigorous and strategic management of public resources. She emphasized the central role of her Ministry in coordinating development planning, programming public investments, and harmonizing interventions financed through national resources and international cooperation.

Minister Paulemon stressed the need to direct public investments toward high-impact projects capable of delivering tangible results for the population. She specified that the selected projects must align with the priorities defined in the National Pact for Stability and the Organization of Elections, as well as the government's sectoral roadmaps. Particular attention will be paid to initiatives related to the security of lives and property, improving living conditions, institutional strengthening, election preparation, economic recovery, and the rehabilitation of essential infrastructure.

She also presented the main selection criteria adopted by the Ministry of Planning and External Cooperation (MPCE), including alignment with government priorities, adherence to state commitments, the urgency and strategic importance of the projects, their level of technical maturity, the availability of required documentation, and the actual implementation capacity of the institutions involved.

Emphasizing the need to achieve concrete results for the benefit of the population, the Minister called on the Planning and Development Units, sectoral ministries, and public bodies to respect established procedures and deadlines and to collaborate closely with the technical teams of the MPCE and the Ministry of Economy and Finance (MEF).

Finally, she reiterated that public investment programming is a strategic choice for the country's future and urged all public institutions to demonstrate responsibility, rigor, and a spirit of collaboration so that the 2026-2027 Budget accurately reflects the Government's priorities and contributes to the stabilization, organization, and acceleration of national development.

For his part, Serge Gabriel Collin, Minister of Economy and Finance, presented the main guidelines for preparing the next budget. He emphasized the need to maintain and strengthen ongoing security efforts, particularly through support for the Haitian National Police (PNH) and the Armed Forces of Haiti (FAd'H), as well as border security.

Collin also stressed the need to return to economic growth "after 7 years of negative growth". He expressed support for measures promoting zero net cash flow to avoid inflation, and advocated for economic development, the protection of domestic production, and the continuous improvement of public financial management.
