Haiti - Elections : Electoral decree drastically modified, new crisis looming

On Tuesday, June 2nd, 2026, at the invitation of Prime Minister Alix Didier Fils-Aimé, an information meeting was held between the Provisional Electoral Council (CEP) and the Prime Minister's Office, which informed the CEP members of its decision to adopt and publish an electoral decree.

However, the document, presented for the first time to the CEP, is significantly different from the draft electoral decree submitted to the Executive branch by the CEP on April 24, 2026. These changes confirm the unconstitutionality of the Prime Minister's decision, which violates the principle of the electoral council's independence.

It is important to recall that the initiative to draft the electoral decree falls under the exclusive jurisdiction of the CEP. Therefore, the CEP members expressed their disagreement with the Prime Minister regarding the application of a text that does not comply with constitutional requirements.

The International Observatory for Democracy and Governance (OIDG) acknowledges the disagreement expressed by the members of the Provisional Electoral Council (CEP) with the Prime Minister regarding the amended draft electoral decree…

In a statement published on June 2nf, 2026, the CEP asserts that the document presented to it is entirely different from the one it submitted to the Executive on April 24, 2026. This situation raises serious concerns regarding respect for the independence of the CEP and the constitutional principles governing the electoral process.

Any substantial modification to this document without the CEP's agreement risks further undermining public confidence in the electoral process. This new controversy makes the electoral process increasingly uncertain.

The OIDG calls on the Prime Minister and his Government to demonstrate political responsibility, to take into account the disagreement expressed by the CEP, and to continue discussions with the electoral advisors in order to avoid a further political crisis that could jeopardize the electoral process even more.
