Haiti - Economy : New Director General to the DGI

Following the appointment last week, by the Minister of Economy and Finance, André Lemercier Georges, of the lawyer Jean-Baptiste Clark Neptune as new Director General of the DGI (Directorate General of Taxes), Me Neptune was installed, yesterday Monday at the head of this institution.

Me Jean-Baptiste Clark Neptune, former Director of Perception and Director of Legal Affairs of the DGI, succeeds to Mr. Robert Joseph, ormer Deputy Director of the DGI, who replaced the former Director General, who disappeared during the collapse of the building of the DGI, on January 12, 2010.

During the ceremony Mr. Neptune discussing about the necessity of a major restructuring of the institution declared "[...] will work, but there are lots and lots of problems to deal with [...] this restructuring is composed of several components, there is the reorganization of the central administration and of external services, then there is the IT component [...] the second major focus of our reform, is the tax system itself, which has too many taxes... we expect to reduce the number of taxes to allow the system to be more flexible to the variations in the tax base and prices [...] we will also study the problem 'of the racketeers' in front of the DGI, and we will see what appropriate solution we will bring [...]"
