Pricing methods for petroleum products in Haiti

A decree published in the official gazette "Le Moniteur" on March 27, 2026, explains that the pump price is the latest price calculated monthly, at the end of each month, by the Ministry of Economy and Finance (MEF) and the Ministry of Commerce and Industry (MCI). It will be published on the first of each month as a joint notice and will apply throughout the country.

The calculated price is the CIF (cost, insurance, and freight) price plus direct and indirect costs and the margins of the oil sector stakeholders.

Pricing Structure for Petroleum Products :

1. CIF price of the last shipment of the month;

2. Customs inspection fees;

3. Customs duties;

4. Port fees;

5. Specific excise duty;

6. Royalties;

7. Oil company margin;

8. Transportation and storage costs;

9. Distributor margin;

10. Variable excise duty;

11. Stabilization margin.

How will the pump price be determined ?

1. When the variation in the calculated price is less than or equal to 3%, no adjustment will be applied;

2. If the calculated price varies, either upwards or downwards, by more than 3%, an automatic adjustment of the pump price will be made, provided that it does not exceed 10% of the last published pump price;

3. For any variation, whether upwards or downwards, in the calculated price of more than 3% that necessitates a pump price adjustment of at least 10%, the pump price adjustment will be determined by the Government following the advice of the Advisory Council.
