Haiti - Cap-Haitien : Assizes of Territorial Actors of the Northern Region

On Thursday, August 28, 2025, the Municipality of Cap-Haitien hosted the "Assizes of Territorial Actors of the Northern Region" a joint initiative of the departmental associations of Mayors, Chambers of Commerce, and Universities of the Far North.

This scoping and informational meeting brought together institutional, economic, and academic representatives, as well as prominent figures from the region. Discussions focused on coordinating territorial development efforts in the Far North and defining a shared roadmap.

Speaking at the event, Patrick Almonor, Deputy Mayor of Cap-Haitien, emphasized, "[…] Today, with the population explosion, combined with the rural exodus and the arrival of migrants and displaced persons from the West, the Artibonite, and the Central Plateau, Cap-Haitien, as a metropolis, finds itself in a complex situation. However, despite everything, despite its weaknesses, Cap-Haïtien, a city classified as a national heritage site, remains the economic and administrative hub of the North."

At the end of the discussions, the stakeholders agreed to establish a sustainable consultation framework bringing together local authorities, the private sector, and universities to ensure regular coordination of actions and structured sharing of data and expertise.

Within this framework, regional priorities were identified around concrete projects: urban development and planning, mobility and connectivity, boosting the local economy and employment, environmental protection and risk management, support for innovation and strategic sectors, as well as public safety and quality of services.

Finally, the participants agreed to launch work on a Joint Commitment Document that will specify objectives, responsibilities, funding, and performance indicators, along with a monitoring schedule (periodic reviews, progress reports, and evaluation mechanisms) to ensure the continuity, accountability, and impact of initiatives for the benefit of the entire Northern Region.
