Haiti - FLASH : 56,434 Haitians back from Dom Rep., a record in one month (July 2023)

Since the introduction of Decree 668-22 which provides, among other things, for the expulsion from Dominican territory of all foreigners in an irregular migratory situation, the number of expulsions of Haitians from neighboring territory has exploded and reached a new monthly record.

Repatriation in July 2023:

Official border points:

Anse-à-Pitres, Belladère, Malpasse and Ouanaminthe

14,578 men

4,404 women

498 girls

386 boys

Unofficial border points:

Baptiste, Belladère (Rocher), Cornillon, Fonds-Verettes, Las Cahobas (Bateille), Savanette (Miguel)

4,326 men

2,339 women

886 girls

1,152 boys

For a total of Total 28,569

Added to this is 5,173 refoulement at the border

Finally, to these repatriations must be added the spontaneous so-called "voluntary" returns, which amounted for the same month of July 2023 to 23,142 Haitians.

Grand total of Haitians returned to the country in July 2023: 56,884 compared to 49,655 in June 2023

According to the Support Group for Returnees and Refugees (GARR), "in terms of migration, there is no doubt that the month of July was marked by large waves of repatriations at the various border points. Pregnant women, the elderly, minors, and professionals of all categories were among the Haitians expelled.

"Despite repeated calls from many institutions working in protection, the Dominican Republic pays no attention to compliance with the protocol agreement on repatriation and so many other tools that frame these activities globally. It should be remembered that vulnerable people such as pregnant women, children and the elderly deserve special treatment, it is intolerable that Dominican migration can continue to act as it sees fit."
