Haiti - Education : The «tax» on money transfers comes into force on June 1, 2011
After the "tax" on telecommunications, that hid its name under the appelation of "surcharge on the tariff" [effective from June 15, 2011], here are the tax of US$1.50, on money transfers, which is described as "Cost of testing, certification, operation and inspection" in the circular #98 issued by the Bank of the Republic of Haiti (BRH), dated May 20, 2011, under the signature of Charles Castel Governor of the Bank.
Without debate, without laws, these funds should be used for the free education program advocated by the President Martelly. We learn in this circular, that these "fees" of $ 1.50 per transaction will be collected by the commercial banks, home savings banks and transfer companies and will concern all international money transfers, entering or leaving the country, with the exception of transfers made by banks for their own account.
In other words, individuals and companies are directly concerned affected by these new "fees" that are not named taxes... The circular #98 of the BRH specifies that this new measure will come into force on June 1, 2011.
Since the swearing in of President Martelly, time seems to suddenly accelerate. The President Martelly should bring us perhaps more accurately tomorrow, because the communications office just informed us that the Head of State will make a detailed presentation of the National Fund for Education (FNE), priority axis of his five-year, Thursday at 10:00am, tomorrow Thursday at the Hotel Karibe Convention Center.
