Haiti - Politic : A Difficult situation awaits the next government

Pedro Aguirre, independent expert, author of numerous books on the electoral process in South America, Asia and Europe, in an interview indicated that "The winner at the end of the second round of presidential elections in Haiti, whether the former first lady Mirlande Manigat or the popular singer Michel Martelly, will face an extremely complex situation"

The expert deplores that "The two candidates have presented so far, only a government project made of pious vows and not a concrete plan on how to improve the conditions of the countryé, in his opinion, "Mr. Martelly has an outstanding personality, but his government plan is too vague [...] This is also the case of Mrs. Manigat, who misses concrete plans in spite of her political baggage."

"The new president will have to show much intelligence to succeed, in particular with regard to the restoration of the institutional life of the country" precise the expert who said that "Haiti has not yet been able to recover completely from the earthquake which struck it last year, and the cholera epidemic is still rampant in the country where the institutional life has still not resumed"

In addition, Pedro Aguirre adds "the new President will have to deal with the return in the country of two former leaders of Haiti Jean-Claude Duvalier and Jean-Bertrand Aristide, who still have many partisans in different components of the Haitian society"

The expert estimates in conclusion that "the democracy solely does not consist in organizing elections and the international community must now find the right way to help Haiti to consolidate its new quite fragile democracy."

In Haiti, Joseph Jasmin, Minister delegate to the Parliament and Senator Lucas Sainvil (NortWest) stress that none of the two candidates to the presidency is ensured to have a majority the Parliament, which will require it to choose the Prime Minister in consultation with parliamentarians. According to officials of the ruling platform (INITE), the latter is practically assured to having a majority to the Senate and also the strong possibility to control the chamber of deputies.

For the Minister "We moves right towards a situation where the Executive and the legislature will have to seek the balance to provide the country with an effective government, if not, a deadlock situation is likely to penalize the population" Recalling that the Government is responsible before the Parliament, "the cohabitation between the two powers will be necessary."

Sen. Sainvil, shares this view "the search for dialogue and compromise will be more than necessary" saying "that the next president and parliamentarians will have to show patriotism, and prioritize the best interests of the nation instead of their interests".
